MONITORING AND EVALUATION

The Department of Monitoring and Evaluation came into existence as a result of the desire of the Ondo State Government to ensure value for money for all programmes and projects in the State. The Department is saddled with the statutory task of tracking and assessing implementation of developmental projects in the State and providing feedback to Government and other stakeholders from time to time. There are three units in the Department: Monitoring, Evaluation and Quality Assurance /Management Information System Units.

The key functions of the Department are:

  1. Coordination of all monitoring activities in the State.
  2. Preparation of quarterly and annual budget performance reports.
  3. Coordination of sector performance review.
  4. Facilitation of mid-term and end of program impact evaluation of key programs, projects and services.
  5. Support the preparation of State Development Plan (SDP), Medium Term Sector Strategy (MTSS) and Budget.
  6. Serves as member of the State Tenders’ Opening Committee meetings.

MONITORING UNIT

  1. Coordinates all monitoring activities in MDAs
  2. Collection, collation analyses and reporting of monitoring data;
  3. Liaise with MDAs monitoring milestones/performance indicator.
  4. Organize trainings for M&E Staff through Government funding and or other development partner’s sources.
  5. Conduct sensitization/briefing sessions with various segments of the civil service, to discuss Public Sector reform Programmes in collaboration with Development Partners on M&E and due process.
  6. Coordinate the Monitoring activities under DPR&S in all 18 LGAs and MDAs.
  7. Promote Partnership between governments, communities, donors and other stakeholders on matters relating to monitoring
  8. Serves as member of the State Tender’s opening Committee meetings
  9. Support SDP/DIP/MTSS review
  10. Support budgeting process
  11. Any other function as may be assigned.

EVALUATION UNIT

  1. To coordinate Evaluation activities of the MDAs
  2. Develop Evaluation criteria in line with best practices.
  3. To collect, collate and analyse data of evaluation and prepare report
  4. Facilitate mid-term and end of program/impact evaluations of selected key/major programs, projects, and services
  5. To engage technical consultant for Evaluation exercise.
  6. Coordinate of sector performance review.
  7. Preparation of quarterly and annual budget performance reports.
  8. Support SDP/DIP/MTSS review.
  9. Support budgeting process
  10. Promote partnership between government, communities, donors and other stakeholders on matters relating to evaluation.
  11. Any other function as may be assigned.

MIS/QUALITY ASSURANCE UNIT

  1. Management of MEMIS portal and Executive dashboard
  2. Coordinate the quarterly EXCO Scorecard performance briefing.
  3. Ensure data control and quality assurance.
  4. Support in the preparation of quarterly and annual budget performance reports.
  5. Support SDP/SIP/MTSS review.
