The Department of Monitoring and Evaluation came into existence as a result of the desire of the Ondo State Government to ensure value for money for all programmes and projects in the State. The Department is saddled with the statutory task of tracking and assessing implementation of developmental projects in the State and providing feedback to Government and other stakeholders from time to time. There are three units in the Department: Monitoring, Evaluation and Quality Assurance /Management Information System Units.
THE KEY FUNCTIONS OF THE DEPARTMENT ARE:
- Preparation of Capital Projects Implementation Performance Appraisal;
- Monitoring of key capital projects in the State;
- Conduct of Pre-intervention/Baseline Assessment of key capital projects prior to intervention;
- Development of results-focused Key Performance Indicators (KPI) for projects in collaboration with implementing MDAs;
- Tracking of the implementation of Ministry’s workplan;
- Serves as member of the State Tender’s Opening Committee meetings;
- Serves as secretariat for the Open Government Partnership (OGP) programme;
- Supports Development Planning Department in the preparation of State Development Plan (SDP) and Medium Term Sector Strategy (MTSS);
- Supports the Budget Office in the preparation of Medium Term Expenditure Framework (MTEF) and annual Budget;
- Liaises with Federal Ministry of Budget and Economic Planning as well as Non-Governmental Organisations on matters relating to monitoring and evaluation;

MONITORING UNIT
- Coordinates all monitoring activities in MDAs
- Collection, collation analyses and reporting of monitoring data;
- Liaise with MDAs monitoring milestones/performance indicator.
- Organize trainings for M&E Staff through Government funding and or other development partner’s sources.
- Conduct sensitization/briefing sessions with various segments of the civil service, to discuss Public Sector reform Programmes in collaboration with Development Partners on M&E and due process.
- Coordinate the Monitoring activities under DPR&S in all 18 LGAs and MDAs.
- Promote Partnership between governments, communities, donors and other stakeholders on matters relating to monitoring
- Serves as member of the State Tender’s opening Committee meetings
- Support SDP/DIP/MTSS review
- Support budgeting process
- Any other function as may be assigned.
EVALUATION UNIT
- To coordinate Evaluation activities of the MDAs
- Develop Evaluation criteria in line with best practices.
- To collect, collate and analyse data of evaluation and prepare report
- Facilitate mid-term and end of program/impact evaluations of selected key/major programs, projects, and services
- To engage technical consultant for Evaluation exercise.
- Coordinate of sector performance review.
- Preparation of quarterly and annual budget performance reports.
- Support SDP/DIP/MTSS review.
- Support budgeting process
- Promote partnership between government, communities, donors and other stakeholders on matters relating to evaluation.

MIS/QUALITY ASSURANCE UNIT
- Management of MEMIS portal and Executive dashboard
- Coordinate the quarterly EXCO Scorecard performance briefing.
- Ensure data control and quality assurance.
- Support in the preparation of quarterly and annual budget performance reports.
- Support SDP/SIP/MTSS review.
